Concuerdo con Claudia pero aún hay más. Si el modelo en inglés de tu contexto es de los E.U., el "Secretary of State" or "Deputy [or, Under] Secretary of State, su homólogo en México sería el "Subsecretario de Relaciones Exteriores"---y "Subsecretario de Relaciones Exteriores". Si se trata de otros países, "Subsecretario De Estado" podría funcionar.
