En una oferta oficial puede haber dos partes: un contrato legal (parte legal de la oferta) y una oferta técnica (descripción del trabajo, etapas, etc.).

Espero que esta descripción te ayude un poco a descifrar de dónde viene el documento.

También podría ser un crédito documentario que acompaña a una transacción comercial, pero suele ser muy estándar y no creo que sea el caso.

Explanation:
Legal tender es moneda de curso legal como dice Hans, especialmente si estás hablando de un Credit Document.

Otra cosa bien distinta sería decir "the tender was performed pursuant to legal guidelines" to mean:
it was a "legal tender" o sea una licitación "legal". No creo que sea el caso.
