Potable agrego si es potibilizadora, en español jamás faltaría.

o "planta potibilizadora"

Y de no ser así, la otra posibilidad sería "tratadora de aguas servidas o residuales".

Tu pregunta es "bidding", "licitación" cubre todos los casos como pones la frase, pero podrá cambiar según lo que venga antes.
