As simple as that, I reckon. Alcaraz, in his chapter "El inglés jurídico y su traducción al español" (pp. 80-1) mentions the habit that Law English has of repeating terms and syntactic constructions, which are often avoided in Spanish; and also of using breathlessly long sentences which are often split in two in Spanish (your next question's case). The story here is: WHAT is the Attorney allowed to do: appear and represent; WHOM?: the Corporation; WHERE?: AT and before all NYS gov. depts. and tribunals. That use of "at" with NYS I find it funny though but in Spanish that's "en" or "de(l, de la). I hope my interpretation is of help to you. Good luck :)
