Yes, my sense is racial targeting is the consequence of racial profiling...same awful difference! At any rate, from the examples above it is clear the term \"perfilamiento\" is being used in the context you were asking about. Glad to be of help!

your rock! even if it is a calque I'll run with it. thank you so much. I think profiling is pretty much the same as targeting. yet another case where going laterally in A language would have helped me get in to B.

Seguimiento / blanco racial (en carretera por agentes de tráfico)

racial = ciudadanos hispanos y de color
Es una traducción muy libre, pero es la idea.
Traducido literal sería:
"Objetivo:las otras razas"
"Officers began TARGETING BLACK and HISPANIC male drivers by stopping them..."
Ciudadanos hispanos y de color como blanco de los agentes de tráfico.
El término se refiere a la persecución
de conductores hispanos o de color en ciertos estados de US. Se les para más, se les registra y se les multa más que a los blancos.
"Driving While Hispanic" "Driving While Black" "Driving While Brown": los sectores de la población discrimi-
nados.
Los agentes los paran y los registran para ver si llevan drogas.
