I am thinking maybe they left it in latin or Spanish: CAP= capitulo=chapter.

CAP = Capítulo (because it refers to a part of an Act)
I am sure it refers to the chapter # of the Act (el capítulo de un Acta) Probably un "Acta del reglamento de Compañías de Negocios Internacionales"
I doubt very much of it being an acronym.
