re-thinking my agreement here, sorry - "llama a licitación" feels awkward, although I've seen it before. Bertha's "realizar un llamado a licitación" is absolutely correct, as is "convocar una licitación". However, for the authority itself, the ones I've run into most over 16+ years of corporate bidding experience referred to the "autoridad convocatoria" or the "autoridad que convoca".

Me parece propio porque la palabra "calling" en español no se usa en este termino. "Calling" se refiere al que llama la subasta y con se entiende con solo decir "autoridades de subasta".
