I've never heard the term before, but I learned something new. Please check the following link:

"We interpret the term "gardening leave" as applying to staff who have no current assignment and are in receipt of full pay and are not required to attend work" touche! I guess that given this context, you could translate the term as "ausencia de jardinero"
