... it says metritis is "fairly common" and "treatment should be given for 2-3 days". It seems the "culling" is referring not to removing the sows permanently, but removing them while they are treated (presumably to protect the healthy sows) and then returning them.
"less (should read "fewer") than 8 functional teats", on the other hand, is a permanent problem so in this and the other cases the culling is permanent.
