English term or phrase: price brand or b brand
There are many independent bottlers growing in the Latin American countries. There is a growth of what we call price brands or b brands across Latin America

Explanation:
'Price brands, b brands', normally focus over locally produced brands, only available in local market,(as a 'captive market'), based on lower price, less promo, etc.,(mainly in the bottling business).
I suggest: "marcas locales o regionales".
Luck!

marcas baratas?

Explanation:
You may have seen my comment in a previous submission re. bottlers. If 'bottlers grow', then we have 'baby bottlers, toddler bottlers, teenage bottlers, etc! It should be '....bottling activity businesses starting up in...'

Re. your q. I could not find an appropriate reference that would fit your context, so I guess these terms are 'local' i.e. not acknowledged industry/world-wide.

I would say, from the limited context, that price brands are brands produced to corner a segment of the market on the basis of price, i.e. a possible translation could be 'marcas que compiten a base de precio' or 'marcas baratas'. The 'b' of 'b-brands' may in fact represent 'barato'. This is pure guesswork (but I did study Marketing).

marcas locales que son mäs baratas

Explanation:
This conveys the entire feeling - you could just say "marcas locales" and I'm sure it would be understood that they'd be cheaper. Anyway, good luck to you!
