¿A qué se refieren en matemáticas con "place value recognition"? ¿Cómo puedo decirlo en esáñol?

Although he has good basic comand of his math facts, he is slow to retrieve them. XXX still needs remediation in the areas of "place value recognition" and adding and subtracting with regrouping.
