Explanation:
el IATE traduce "tenacidad" en metalurgia como "toughness".
"tough" por otra parte, se traduce como "not brittle", es decir, no frágil. Por tanto, supongo que el concepto es este (resistencia a la fragilidad), si bien "resistencia" está siempre presente, y sin más contexto no se puede asegurar que se trate de ÉSTA clase de resistencia en particular (aunque si se trata de tubos de cañón de gran calibre, me parece que es una de las caracteríatricas ESENCIALES del "boring equipment").

Lo que sí me parece extremadamente "poor" en el original es el "heated", que está fuera de klugar y debería decir "heat-treated" más bien.

Y por si fuera poco, la "wear resistance" requiere dureza superficial, lo que supone inevitablemente fragilidad (dureza y fragilidad suelen ser proporcionales), y la tenacidad lo contrario, es decir, que son conceptos antagónicos.

Lo que se suele hacer en estos casos es conseguir un endurecimiento superficial (por cementado, nitrurado, temple superficial...) de un útil previamente recocido para tenacidad
