I might be jumping to the wrong conclusions here, but I would assume that "claim" in this phrase is equivalent to "charge". In most mechanical services, in Spain at least, there is an industry standard time for each item of work a mechanic carries out. This must not be higher than established and must be made known to the customer before a set piece of work is performed.
Set-up here could refer to the time it takes before starting a piece of work or it might refer to the actual mounting.
Therefore, it cuold be "tiempo de montaje" or "tiempo de preparación". It would seem in any case to refer to costs under "mano de obra". Hopefully your context will clarify this for you.
