English term or phrase: habit-forming and non-addictive
Again, talking about drugs. For the first term I have seen 'no crea hábito' or 'no forma hábito', and for the second term, I have no idea!
Sebastian
Spanish translation:Crean habito / no adictivas
Explanation:
Queria aclarar que hay diferencia entre habito y adiccion.
El habito es la costumbre de hacer algo o en este caso, de ingerir una droga o medicamento. Uno esta habituado a hacerlo, pero puede abandonarlo sin consecuencias.
La adiccion implica una dependencia, lo que significa que no puedo abandonar la droga sin tener algun sintoma de sindrome de abstinencia.
Espero que esto clarifique un poco la cuestion.
Suerte!

If the first term is " habit-forming" then it means ADICTIVO

Explanation:
You say that you got "no crea hábito", but "habit-forming" means exactly the opposite. Habit-forming is something that "crea hábito".

Concerning "non-addictive", it can be translated into "No adictivo"

To make it shorter and easier for you: The translation of "habit -forming and non addictive" should be very simple: "adictivo y no adictivo". [ or , if you prefer: "que crea hábito y que no crea hábito".

crea hábito social pero no dependencia física

Explanation:
Se suele distinguir entre estos dos tipos de hábito. En el primero son las relaciones sociales que conlleva el submundo de algunas drogas las que empujan a seguir consumiéndolas. Sin embargo, no hay síndrome de abstinencia si se dejan de consumir. ¿Alguien conoce algún caso de síndrome de abstinencia del cannabis? En el segundo caso sí hay una dependencia física con malestar en caso de abstinencia, ejemplo el tabaco.

Que no crea hábito ni dependencia

Explanation:
I assume you are talking about pharmacological drugs and in English it reads "not habit-forming" because of your version; if so, that is the phrase used in medical literature
