This a real dialogue between a nurse and a patient. They are discussing the patient's possible discharge while doing physical therapy (walking exercises).

Nurse: That way I don't have to stop you and turn you around. Well, they have, you know. Medicare says if you walk this well you can't go to a ***still facility***
and they go by those rules. I just wanted to make sure that you're okay with that.

The dialogues were transcribed from tapes, so it is most likely a typo from the transcription. Does anybody know if there is such a thing as a still facility or something that sounds similar.
