In “sleeping dragons” protestors put their handcuffs inside plastic tubes, which are incased in concrete, rather than handcuffing themselves to each other. The concrete tubes also might be covered with chicken wire, tar, and duct tape. They do this to make cutting them loose as difficult as possible. Have tools available to deal with these types of devices. Various types of saws and large bolt cutters may be needed to detach the demonstrators.
