Se trata de un comentario final de una lectura. No se hace ninguna referencia previa a Blue en la misma. No sé si se trata de una persona, de la fuerza aérea, etc ya que puede estar en sentido figurado.

L. Nash’s letter (April 1993 Military Review) and
then rereading Major John L. Kruger’s article, “Pitfalls
in Combat Simulations (June 1992 Military
Review) on simulations, I agree with what they say.
I have a couple of comments, and I would like to
offer my vision of how to further expand our use of
simulations as a tool within the US Army.
Kruger offers some excellent insights. One problem he
addresses is “gamesmanship” on Blue’s side.

Sin otra referencia, puede estar haciendo referencia a los "azules". Como sabés, en los juegos de guerra se enfrentan "azules" contra "rojos/colorados". Otra posibilidad es que haga referencia a los europeos ("azules", en la jerga), pero en cualquiera de los casos, se puede seguir usando "Azules" sin problema. Creo... ;) Un abrazo
