The Wikipedia article says the term "theme" only refers to Greece, not Byzantium, but I seem to remember the computer game Age of Empires II to refer to the "Byzantine demes" in a campaign.

Are you sure it's not a typo, and that it actually refers to "themes", not "demes"? In this case you should translate it as "temas". Better to ask your client, though, to stay on the safe side.
