According to Harrap's ding dong means argument, squabble and dallying of course is to waste time so it would mean he wastes time wih his senseless arguing.
There also always is this too - ding dong is slang for penis and dallying could come from daliance which is an affair, so dallying ding dong COULD be a "pene que pone cuernos..." but I'm guessing it's the former - you should be able to tell from the context.
