Como alternativa, el gobierno también puede limitar la cantidad de carga ambiental (LA DESCARGA DE SUBSTANCIAS NOCIVAS AL MEDIO AMBIENTE) para que pueda llegarse en forma competitiva a otro precio, (POR LOS MAYORES COSTOS QUE IMPLICA CUMPLIR CON LAS NORMAS AMBIENTALES) como consecuencia de la escasez.

LO QUE ESTÁ EN MAYÚSCULAS ENTRE PARÉNTESIS ES LA EXPLICACIÓN DEL CONCEPTO, Y NO FORMA PARTE DE LA RESPUESTA. Al reducirse la oferta por los mayores costos (por cumplir con las normas ambientales) sube el precio (ley de la oferta y la demanda)
