(Talking about services avaible in a Boarding Home, what would staff do on behalf of the resident)
As needed, residents will be assisted with obtaining and maintaining functional aids and equipment such as glasses, hearing aids, dentures, canes, crutches, walkers and wheelchairs. Staff are able to assist residents in acquiring identification cards, financial/medical aid and a food handler’s card.

"Manipulador" está muy bien pero creo que la opción que pongo se entenderá con mayor facilidad entre la población hispana en EE.UU. no por ser el término más castizo, sino por ser el que oirán con frecuencia.

  -> Atenea: En Argentina se habla de "credenciales plásticas" o " tarjetas plásticas" indistintamente. Lo cual no significa que sea idiomáticamente correcto.Lástima que en la época de Don Miguel de Cervantes no existían los "plásticos".
