Explanation:
Encontré un PDF con la descripción de un sistema denominado "Power Climber Wind" que contiene esa frase (http://www.powerclimberwind.com/downloads/IBEX_Low_Res.pdf). Tiene ilustraciones que indican que se trata de un motor de izamiento para asistencia al subir por la escala lateral de una torre.

Dado que se engancha al arnés del técnico, es lógico que pueda controlar cuándo subir, bajar y detenerse.
