Explanation:
También está la expresión "duro de pelar", pero ambas me parecen quizá demasiado coloquiales para el contexto.También está "eso es harina de oro costal" con el significado de ser algo distinto, más difícil.

I think some of the suggestions might tend to be a bit local. To get a nice, well-rounded universal feel to it, it might be best to keep it nice and general, but to the point (speaking of idioms ;). I would suggest that you stick with your first thought, "una propuesta dificil".
