If the document you are translating is from the U.S., it is likely that it´s referring to the Bureau of Citizenship & Immigration Services (BCIS), the new name for the old INS (Immigration & Naturalization Services). The agency changed its name when it was transferred from the Department of Justice to the Department of Homeland Security under Tom Ridge, after 9-11.

On the Net, I have seen it translated as Oficina de Ciudadanía y Servicios Inmigratorios. (Check for instance, on Google, for Fundación Porvenir, one of the many asscociations trying to assist Hispanics with immigration matters)

En muchos países, los departamentos de naturalización e inmigración se llaman “Bureau of Citizenship (and Immigration)” (http://www.google.co.ve/search?hl=es&ie=UTF-8&oe=UTF-8&newwi... en los países de habla hispana tienen diversos nombres, en mi país, Venezuela, se llama “Oficina Nacional de Iden-tificación – Dirección de Extranjería”, y hasta hace pocos años se llamaba “Dirección General de Identificación y Extranjería” (http://www.gobiernoenlinea.ve/instituciones/servlet/Sel_Dire...

Como te recomiendan otros colegas, debes saber a cuál país va dirigida tu traducción, y lue-go elegir la opción que se adapte mejor al uso prevaleciente en dicho país.

Si es para el público de habla hispana en los Estados Unidos, opino que “Servicio de Inmi-gración y Naturalización (INS)” sería apropiado (http://www.google.co.ve/search?hl=es&ie=UTF-8&oe=UTF-8&newwi...
