These two terms basically are the closest equivalents; as a career activity the first would be the best. The difficulty of course, is that "enforcement" has no clean, direct translation into Spanish, thus many different solutions are needed according to context.

I've used "fuerza policial" for law enforcement in some translations. In this case, like it has already been suggested, if it talks about law enforcement careers, "carreras policiales" would be ok.
