I've seen "local evening class" (instituto nocturno), "local evening calls" (llamadas en horario nocturno), "local evening news" (noticias de la tarde), and so on. That's "local evening + noun".
"local" refers to the region, the city.
I guess the meaning is "ir a una velada típica", "una salida nocturna"
