"papel tamaño folio", roughly speaking is fine for Spain.

My question is for Mexico, Venezuela, Colombia, Argentina... i.e. "all" the American Spanish speaking countries... (including the U.S.)

Would it be "acceptable" "papel tamaño folio"?

What is the most common translation/usage "papel [tamaño] legal"...

I am more interested in the USAGE part of the question than the "academic correctness" of the term...

In other words, if you go to buy "una resma de folios"... is someone going to look at you like if you come from Mars?

If you ask for "papel legal" or "usa papel legal"... would it be a "crude anglicism"? What is the most commonly used phrase?

Explanation:
No es tan simple el tema de las medidas, Jhon, sobre todo si necesitas que se entienda en todos los países que mencionas.

"Folio" era una medida muy comunmente usada en Europa antes de la introducción de la norma DIN (A4, A3, etc.), y medía 8 x 13.5 pulgadas, si mal no recuerdo el dato.

En la mayoría de esos países "oficio" significa 14 pulgadas de largo, pero en Venezuela mide 13. En Brasil este largo se llama "folio". En USA existe una medida llamada "folio" o "foolscap" o directamente "foolscap folio" que mide 13,5 pulgadas de largo. (ver http://en.wikipedia.org/wiki/Foolscap_folio).

Asimismo en algunos países, Argentina entre ellos, usamos indistintamente "legal" y "oficio" para referirnos al de 14 pulgadas, pero se vende también un "oficio" de 22 x 34 centímetros (se lo pide como 'oficio de 22/34'), en lugar de 21.6 x 35.6 (8.5" x 14")...

Pocas industrias manejan tantas medidas y nombres como la del papel.

Tal vez te convendría dejar el término como "papel tamaño/formato Legal", indicando con la mayúscula que se trata del nombre específico...
