English term or phrase: Plot
A plot is means an unbuilt piece of land, "solar", "terreno". What confuses me is that "plot" appears in this context:

"The previous administrator asked for a 30% increase in its contributions. It was agreed at a Plot 222, Mancomunidad meeting to approve a 10% increase for twelve months whilst further negotiations could take place."
I thought it could mean something like "guideline,", or "principle", (directriz) but it can also refer to the headline or the title of the meeting.

Any help with the translation?

Explanation:
After seeing the context, I am quite confident that "Plot 222, Mancomunidad" works as an adverbial. It could mean two things:

A) A meeting which deals with the subject of Plot 222 of the Mancomunidad.
B) A meeting which takes place in Plot 222 of the Mancomunidad.

I am personally inclined towards believing "B" is true. In any case, I think it is quite safe to translate it as "solar".
