There are also situations where the market value of a home may have decreased from last year, but the appraised value still increased because the 2010 appraised value was capped at less than the 2011 market value.

Explanation:
Variation of the above answer: "fue fijado debajo de" in relation to "at less than the 2011 market value." For what it's worth I sold Real Estate many, many years ago.
