"Congregation" significa el conjunto de personas que asisten habitualmente a una iglesia determinada. Naturalmente, se refiere aquí a una iglesia norteamericana comunitaria, probablemente de carácter evangélico. El uso del término "congregación" en español viene determinado, lógicamente, por su sentido en la Iglesia Católica, donde tiene varios sentidos técnicos, pero no se aplica normalmente a los miembros de una parroquia que asisten juntos a la misma iglesia; a los miembros de esa pequeña comunidad los llamaríamos normalmente "feligreses", y los que asisten a un oficio determinado serían "los fieles".
La expresión "fellow congregation" puede significar, y a menudo significará, los miembros de una iglesia hermana. Es decir, si yo soy miembro de la iglesia X, los miembros de otra iglesia de la misma tendencia serían para mí una "fellow congregation". Esto es lo que significa aquí, por ejemplo:

Sin embargo, "fellow congregation" puede significar también "fellow congregation members", es decir, "fellow members of the same congregation": compañeros de mi propia iglesia. Es un uso parecido al de "faculty" en EE.UU.: en una universidad estadounidense, "faculty" quiere decir la plantilla o cuerpo de profesores, pero "my fellow faculty" significaría otros profesores de la universidad donde yo soy profesor.

En el contexto que nos ocupa, "Link survivors with faith based leaders or fellow congregation", estamos hablando de supervivientes (no sabemos de qué) -- personas -- a quienes conviene poner en contacto con líderes religiosos y otros miembros de su iglesia. No creo que signifique ponerlos en contacto con los miembros de otra iglesia hermana, y si ese fuera el sentido, tendría que ser "with faith based leaders or a fellow congregation" o bien "with faith based leaders or fellow congregations".

Si "fellow congregation" es un error por "fellow congregations", la respuesta de Marina es correcta, pero si no, tiene que significar lo que he dicho. No hay por qué suponer que sea un error; tiene sentido en singular, y la idea de poner a estas personas en contacto con otras congregaciones me parece un poco raro, francamente.
