Explanation:
shipping notices (aka notices to mariners) are aimed at owners (armadores) and masters (capitanes y patrones) of all vessels. Armadores excludes the people responsible for the day top day management of the ship, its behaviour and compliance with the International and local regulations.

Hi Peter. Exactly, all depends on what place the original text has been written. If it was in UK, Notice to Mariners and Shipping Notice are two different things.
In Spain they can call "Avisos "(a secas) to everything. And, at the same time, if this translation is just for Spain, yr answer can be excellent.

I think A a los N covers all sins. different bodies use different terms but all are concerned with the changing regs and circs of the ever surging seas and their surroundings. eg
"Circulars and notices provide port users and the shipping community with updates on developments within the Singapore port as well as international guidelines/regulations on ship, crew and port operations, among other areas…" IN Britain N to M are isued by the Ho and very generally refer to navigational and port matters. A telephone call to Capitanía Marítima has not been very fruitful, they call everything "AVISOS" in caps and that's that.

The main target of a shipping notice is not only to inform ship owners (armadores) but also inform vessel operators and masters (capitanes de buque), as you can see in the reference below:
