The concept of the veto player is a political actor who has the ability to decline a choice being made. Specifically in Tsebelis' analysis a veto player is one who can stop a change from the status quo. This is analogous to players in a bargaining game where all players must reach agreement.

Tsebslis then looks at how various veto players resolve certain situations (changing the number of policy dimesions, veto players and status quo points).

Si entendí bien el texto en Wikipedia, se refiere al consenso sobre la decisión de vetar, midiendo los beneficios/concesiones para cada sector de opinión participante. Pero hay que ver si la frase que tratamos de traducir proviene de – o está relacionada con – la tesis del citado autor George Tsebelis.

Asker: Muchas gracias. Veo que resulta dificil resumirlo en pocas palabras. Sobre tu sugerencia me salta la duda de si no hay un especia de contradicción entre teoría del punto de consenso para el veto, porque si hay veto no hay consenso. Espero haber entendido bien
