English term or phrase:Certification of Vital Record
This is written/engraved at the top of a California Certificate of Live Birth and it is standard letterhead for vital records, which include birth, death, fetal death, still birth, marriage and divorce. It is part of the stationery design's white and blue border. Since this translation is for Spain I thought it would be appropriate to translate it as “Certificación del Registro Civil.” But I now have my doubts because "Registro Civil" refers to a location where records are kept while "Vital Record" is a type of record. So I thought I should translate it as something like “Certificación de Inscripción en el Registro Civil” but that seems too long. Also, since the phrase is part of the letterhead and refers to a "vital record" that is kept in the Office of Vital Records, I think that “Certificación del Registro Civil” could work too. And if I use the latter, should it be “Certificación del Registro Civil” or “Certificación de Registro Civil”? Any ideas? What would be most appropriate regardless of length? As always, the dilemma is, do you serve the source culture or the target culture? I'd appreciate your suggestions. Thank you!

Aquí, “Registro civil” es donde se inscriben (constan) los nacimientos y defunciones de las personas que nacen/mueren en este país. Cuando uno necesita un “certificado” que acredite que una persona determinada ha nacido/muerto y cuando, va al registro civil y ahí extienden el documento/ realizan esa gestión.
Que yo sepa existen tres tipos de certificados:
-CERTIFICADO DE NACIMIENTO: Da fe de que una persona X ha nacido en un lugar, a una hora y fecha determinados.
-CERTIFICADO DE FE DE VIDA: Certifica que una persona X sigue viva. :
-CERTIFICADO DE DEFUNCIÓN: Da fe de que una persona X murió en un lugar, hora y fecha determinados.
Así es que "certification of vital record" es un "certificado de registro civil" y puede referirse a cualquiera de los certificados que he mencionado.
Explanation: En España utilizamos estos dos documentos. El primero certifica que está viva la persona para cualquier certificado. El segundo es el certificado emitido por el registro Civil indicando cuándo y dónde ha nacido la persona.

Not only the above, but I also recall having seen "Certificación de Registro Civil" used as a title on Spanish language documents of that kind, so it is quite legitimate.
