The text is about strategies to hold donors accountable (and is included in a human rights publication on the right to food and nutrition). The authors develop a metholody to assess if they comply with a human rights based approach.

"Capacity gap analysis" seems to be an established term. However, I can´t find an adequate translation into Spanish.
