ETYMOLOGIA: To have an axe to grind is from an 1815 essay by U.S. newspaper editor Charles Miner, in which a man flatters a boy and gets him to do the chore of axe-grinding for him, then leaves without offering thanks or recompense. http://www.etymonline.com/a9etym.htm

It is true that the interest is personal and that the person who ha the axe to grind is frustrated, but the translation must keep the flavor of a particular matter that is pending and unresolved until (or except that) the person with the axe to grind gives vent to it. Another English expression that has this same meaning is "to have unfinished business".

Another related English expression is, \"S/he has something to say,\" meaning that the person has an opinion to be expressed and is looking for an outlet/opportunity to express it. This person typically has \"something to say\" because of some \"unfinished business\" and therefore is also described as \"having an axe to grind\".

\"Giving free vent\" (dar rienda suelta) or \"having an agenda\" (tener interés(es) personal(es)) are not quite the same. A person who has an axe to grind has a specific matter to speak out on and it is in speaking about it that resolution becomes possible. The only problem is that lots of people with axes to grind never achieve a feeling of resolution, so they keep on returning to the matter, over and over and over and over and over again.
