Casi caí en la tentación de poner a granel, pero A GRANEL ES "NO ENVASADO o SUELTO". En cambio las dos palabras juntas "bulk packaging" tienen el significado: embalaje de gran tamaño, el otro lo deduje por ser lo opuesto.

Ceci, me parece que en este caso se está refiriendo al transporte de gas para distribución (es decir la etapa posterior al transporte por gasoducto desde el yacimiento).
Lo de "bulk packaging" se refiere a envasado a granel en camiones tanque o en grandes recipientes, como dice Roberto.

Envases para gas a granel y envases para gas envasado


Explanation:
En Argentina existe la palabra Granel para gas, que es un tipo de envase que viene por 250 kg, a diferencia del envasado que viene de como maximo 45 kg.y luego, claro el natural, que no tiene envase alguno Probablemete packaging en este caso haga referencia al envase y no al embalaje, que no me suena para gas.
