I think that, in view of the context: "..has set up a successful joint venture between XX and XX to TRADE SOVEREIGN DEBT " something is missing. It would make more sense if it said "... to trade soverign debt securities". The sovereign debt is the country' s debt, as pointed out by my colleagues, but in this case there seems to be two private companies, or perhaps banks, that form a joint venture to trade debt [securities]. In this case, the translation could be: "ha establecido una sociedad de riesgo conjunto entre xx y xx para negociar títulos de la deuda externa de [tal pais]" if the country is known, or simply "para negociar títulos de deuda externa" if no specific country is involved.

Para mayor claridad se debe agregar la palabra Pública(Deuda Publica Externa), ya que se regfiere a la deuda del estado y no a deuda privada.
