If it's "de", I'd suggest "unidad desactivadora"; if it's "re", then "reactivadora".

That is "poner en" or "sacar del" servicio activo.
But decommission is not "decomisar". This would be "to confiscate" or "to seize"...

Again, Mongo is right.
"To commission" also means all the activities required before a plant starts working: testing equipment, checking electrical and air systems, etc. I have translated it, in a gas processing plant, as "puesta a punto".
