Explanation:
Un "chaparral" es un lugar donde crecen "chaparros" y un "chaparro" es una mata de encina o roble de poca altura; por eso se usa figuradamente para denominar a las personas de poca altura o o objetos bajos; por ej. está "achaparrado". Es voz que deriva del vascuence. (Puedes comprobarlo en la referencia que te mando)

Este término se ha usado como denominación comercial para urbanizaciones de viviendas (suele haber chaparros alrededor), casas fabricantes de barcas, firmas electrónicas, revistas de humor e incluso para "misiles" que atacan a aviones en vuelo bajo.

Así pues, es una voz puramente española incorporada al inglés, seguramente por ser topónimo californianao.
