Son ambivalentes, por eso es mejor separarlos con una barra, GSM/GPRS es 2G, UMTS es 3G y HSPA es 3,5G, para hacernos una idea. En la Wikipedia lo explica bastante bien:

Pero no hay inconveniente en traducirlo como tú sugieres, y hasta UMTS/3G si me apuras... :-)
