What does it mean for a certain betting operator/company to "subscribe to" a certain betting game?

From the annual report of a betting operator (OPERATOR1 below):

BUSINESSAREA1 also provides BETTINGGAME1 and BETTINGGAME2 which in addition to OPERATOR1 and OPERATOR2 are currently subscribed to by the operators OPERATOR3 and OPERATOR4.

"betting game": Think of something like "V75" in the case of Swedish trotting.

OPERATORs 1-4 are all separate companies.

In the report, BUSINESSAREA1 is represented as a "separate business area", presumably of OPERATOR1.
But the name given to it ("XXX Sports Solutions") is very company-like and I get the impression it somehow may be a separately organized company, presumably a subsidiary of OPERATOR1, though all this is less certain.
