The charge can become high enough, to generate a "Brush Discharge" through the PTFE hose liner to reach a conductor to earth which is on the other side of the liner -for example, a stainless steel braid on the outside of a PTFE tube liner. This creates a hole in the liner through which the fluid can leak, and can also create a 'plasma arc' of electrons at high temperatures spraying out from the hole, which could ignite any flammable materials present.
