normalt i ek./fin. sammanhang betyder det "i stället för"; "som ersättning för", alltså något som syftar på ett utbyte. men i det här juridiska sammanhanget har jag svårt att tolka in detta, juridiska spetsfundigheter är inte min starka sida. möjligen kan Hans Harding reda ut det åt dig..
