Explanation:
Presuming that this was a text written in the US, it would be reasonable to presume that the writer was referring to the European Union, but using the wrong term. (Not being familar with recent developments in Europe.)
And we often still refer to the EU as the European Community...

A caviet:
Unless of course the text was referring to earlier days (before the EU), or to documents produced by the EC (or EEC).
