En svensk referens som visar samma motsatsförhållande när det gäller olika typer av "krav", från den svenska regeringen:
Skillnaden mellan det andra och det tredje direktivet i detta hänseende är att det tredje direktivet anger ett absolut krav (ska vägra utfärda) medan det andra direktivet anger ett fakultativt krav (får vägra utfärda).
