Får se om jag kan hjälpa dig vidare genom mina förslag/gissningar: Om det nu handlar om en complaint, dvs en stämningsansökan, så borde åtminstone "an answer to the complaint which is herewith served upon you" översättas med "ett svar på den stämningsansökan som du härmed delgives". To serve upon betyder att delge, men den där meningen du frågar om verkar konstig. Summons är ju instämning, och här borde det betyda att 20 dagar efter att man har blivt instämd, dvs delgivits stämningsansökan måste man inkomma med ett svar.
