"FLOW OF THE CERTIFICATE
The general flow of certificates is represented on the figure below. Depending on the country there might be alternate flows (the veterinary does the official validation instead of the National Authority); In Addition, some Countries might decide that the certificates are created by the veterinary (vet) or the National authority directly. In this case, the economic operator does not need access XXXX"

Explanation:
Om du inte kan använda "flöde" som ju används ofta så kanske du kan använda "process": Intygsutfärdandeprocess (inte illa!!) eller "process för/vid utfärdande av intyg"

Kanske "flödesschema för utfärdande av intyg" också är en möjlig variant.
