Det är väl inte det att han är obeslutsam, han har ju beslutat sig för att vara emot förslaget och tar till och med upp sin åsikt flera gånger. Han är rädd/orolig/ängslig/bekymrad över vad som kommer hända om de går till attack.

Yes, I think this would have fitted the context better, as the President's colleague expressed his opposition strongly, and the consequences of America taking such action, it was anxiety, concern and stress as much as doubt and disagreement

Explanation:
'Wring' can also be used in the sense: 'wring your hands in despair.' This means that you are very upset because you have lost hope of something.
In that case the Swedish translation would be: 'Vrida sina/dina händer i förtvivlan'. 'I am done with your handwringing' = 'Jag har fått nog av din förtvivlan'.
Maybe there was not space enough to insert 'förtvivlan' and the translator chose 'tvivel' wich is related in meaning, but not spot on.
