I have difficulty to understand what the word 'targeted' is doing there.

the way I understand it, "targeted" appears to be referring to a specific chemical, substance or portion of the base concept (i.e. skin) within which brown spots are found.

as such:

"ang mga pampaputing nakapuntirya sa XYZ..."

which means "the whiteners that are targeted at XYZ..."
