Explanation: My version covers two options: not valid and non-operating (suspended) license at the same time. For brevity's shake I suggest you use ID which is widely known and used, instead of pagkakakilanlan (bearing in mind the target audience - drivers or the populace).
The other version that is playing in my mind is "ID na nagsasaad na walang bisa ang lisensya" which is more comprehensible.

Explanation: non-operating means it's invalid, so its idiomatic equivalent is that it's a license that can't be used, isn't functional. You can say "hindi tinatanggap," "hindi magagamit," "paso na" (depending on context of what makes it non-operating.)
